Hi! Seen you didn't have any good answers so I will tell you what I've experienced.
An ex-boyfriend had a son who was worthless, in my opinion. Dad would drop the kid off at school, and the kid would skip anyway. He would rather stay home and play video games. When he turned 16 and got his driver's liscence, he would sneak the vehicles out in the middle of the night, have girls overnight in his room, ended up quitting school and didn't want to work. He was a smart boy, but his dad let him get by with this because he didn't want him to go back to his mom and have to pay child support. The kid didn't drink or do drugs, he was just plain LAZY. The kid ended up getting in a fight over a girl and got an aggrevated assault charge. The judge ordered him to go through the Custer SD boot camp. The dad was a freak over his precious little boy (that is the reason I dumped him, everything revolved around this brat) and wanted everybody he knew to write letters to the judge asking him to appeal his decision. In my opinion, it was the best thing to happen to the kid. He got his high school diploma, got weaned from video games, and learned to take pride in his work. I have no doubt if the judge hadn't stepped in, precious would have ended up in prison. He is now married, 2 kids, and has a job. I have seen him a couple of times, always says hi to me, and now he is addicted to video lottery.
I see the McCrossan Boy's ranch kids around alot in the summer. I would never be able to tell these were troubled boys. They are the ones with the Belgian draft horses, and you see them alot in parades. They say most of these kids are from the city, and the horses really help the kids with responsibility and respect. I used to get their newsletter and though I've never been there, it looks like a great place. Good food too, I saved some of the "Recipes of the Month" voted on by the boys.
I think the judge send kids to certain camps, where all the kids have a juvenile record, and some the parents sign the kids up. Some have a waiting list.

My stepbrother, who was on drugs, went to a boarding school for troubled kids. In his case it did absolutely no good. He did, in time, grow out of his self destructive behaviors and is now a productive adult.
I would like to suggest that this young man's parents see if anyone in their area practices neurofeedback, sometimes also known as neurotherapy. Briefly, it is a biofeedback technique that helps train brainwaves into a healthy pattern. It is a great therapy for many conditions. It is not covered by insurance in most cases, although that's changing. The cost is not insignificant, but the results are very impressive. For most conditions it is used for, it has a 70 to 80% success rate. Moreover the positive changes people experience tend to be permanent. And if a family is considering paying out of pocket for a residential treatment, the cost of neurotherapy is probably going to be cheaper.
