These were passed after the Civil War. The 13th Amendment abolished slavery everywhere in the US. I believe that it also left the problem of Confederate Debt to the former states of the Confederacy. The 14th guaranteed due process regardless of race in legal actions. The 15th guaranteed voting rights. Of course, some states took steps to circumvent these, and the full power of the 14th and 15th amendments wasn't realized until the 1960s.
