A 'responsible person' usually indicates some-one who accepts Liability for whatever activities are taking place and is called upon when things go wrong.

No idea what 'HSO' means (funny how so many Questions include terminology that only the asker understands .. perhaps an assumption that those who answer can Read Minds ?? :-) ) ... anyway, I assume in this context you wish to volunteer to take on responsibility, so I've included a link to wikipedia ..

NB. Interestingly wikipedia says HSO is Hydrogen Sulfide (the smell of flatulence:-) )
