I think the biggest problem is that some middle eastern regimes use propaganda to get their citizens to hate the USA & Israel. I have read where Saudi Arabian schoolbooks are very anti US for example. Combine government efforts like this with radical Islam preachers and it is no wonder that some of them turn to extreme measures and terrorism.

Reagan supplied Iranian terrorist with weapons.
Reagan authorized microbes that could be weaponized to be sent to Saddam.
Reagan sold "dual purpose" farm chemicals and airplanes that delivered them as chemical weapons to Iraq despite sanctions, and Iranian complaints of chemical warfare.
The terrorists of today were Reagan's freedom fighters, so he definitely armed and funded them.
So I guess I would have to go with Reagan.
