If a certificate is considered the equivalent of a diploma, she can, but if the certificate was a courtesy because she spent four years in special education classes, then she would probably have to get a GED before going on to college.

Yes, some schools do not give diploma's they only give a certificate of Achievement.
It either case a copy of her high school transcripts will be needed just like someone with a diploma to attend college.

"Nearly all colleges and most trade schools do require a high school diploma or its equivalent for entrance, so anyone holding a certificate of completion will need to go back and complete the necessary academic requirements to get one before they can apply. Yep. She'll need to pass the SATs, but that shouldn't be a big deal.
