Have there been any allegations of use of torture authorized by any previous US President?

I'm asking about any US President from George Washington to Bill Clinton having authorized the use of torture while they were President. If you can point to some definitive link I'd appreciate it.

There are many reports of this infraction during the Philippine-American War, World War II, Vietnam War and at Guantanamo Bay.
