Yes you can. But not all games. The Xbox games are emulated in software on the 360 (that way you can better graphics), however the compatibility is not that good.
Microsoft is constantly improving the emulator and will update the compatibility list linked below.
Just check the list below to find out wich Xbox 1 games you can play on the 360.

Most will yes. the quality is increased a little bit but still noticable.

some but not all, they are still working on backwards compatibility.
