Both the Federal and State governments have certain duties and responsibilities endowed by the Constitution and subsequent court decisions and agreements. These duties and responsibilities are quite jealously guarded. In this way the Federal government can tell the State government what to do, and if it is a State responsibility the State government can tell the Feds to go pis* up a rope. Like it or not, them's the rules partner.

It depends. You haven't been specific enough. The United States Constitution prohibits the states from certain activities. One example I can think of off the top of my head is that the states can't levy tariffs on the goods from other states.

no, except on the very minimal number of things it was granted the power to do so within the constitution. unfortunately, today the federal government abuses this situation and blackmails many states into doing what it wants them to do. one example, telling states to raise their drinking age or face highway tax money elimination. another, causing serious problems for states that have voted to legalize medical marijuana. the federal government's actions have been dispicable.
