A few reasons...
1. It is on the CW so it is perceived as being a "teen" show.
2. It is a horror genre show, which turns people off. (Despite the fact that I consider it just as much a drama about a family as a horror show.)
3. It is opposite stiff competition. Thursday's at 9 includes both CSI and Grey's Anatomy, consistently shows in the top 10 in ratings, plus The Office, which is an acclaimed comedy, and a reality program (Don't Forget the Lyrics) which also pulls viewers away.
4. Also, some people might have tried watching it at the start of the first season and not gotten into it and stopped watching. I have to admit, I wasn't too thrilled about the first episodes (especially the bug one) and had to be convinced by a friend that it got better. She was right, and I ended up hooked, but without that push, I might not have kept watching.
I wish it did better/more people watched it, but I really don't think that will happen staying in that time period, what with all of the other factors involved. In a way, it's good that it has a tough time-slot, though, as the expectations for the ratings aren't as high as they might be in a different time period.

I know!!!! it's sooo interesting...more people definitely need to watch this show!! I think it's not getting great ratings because it's competing with Greys and CSI :(
