If the welfare association is not for any financial/economic gain for its members but only a sort of social gathering & looking the general social welfare of its members then any one a political leader/member of the legislature or government employee can join it & become its member. Such welfare association should not be political in nature for the government employees to be its member. In short if the welfare association is not a political party & is not for earning money in any form then anyone can be its member provided such person fulfils the other necessary requirements to be its member as provided in the memorandum of this association or in the bye laws applicable to it.
