Really... Theres 3 big black guys living in an apartment (building next door, but our windows are really close to eachother). they have friends coming over day and night. They block my garage, they don't let me sleep. And forget about talking to them.... They always have an attitude. What can I do? Should I call the police? This is happening every single day!

Police at anytime, but make sure they can be heard outside from front of your place. Unfortunately when builders build and real estate people plan they don't do the best. I would like to see good insallation and double pane windows. If you rent contact your landlord and you could get out of your lease, they may have that lease also and if you threaten to leave freak and know the next person will not put up with it also.
You mentioned all hours of the night. I had a couple across form an apartment I had and they would play music real loud at 2 in morning and people in and out all the time. Running drugs, well selling pot, one call to police and they freaked and I told them I knew what they did and could set it up and have them in jail so cool it. In your case you don't know but the mo is the same.
When you contact the police tell them about all the people coming in and out at all hours. You did not mention if they come for a little while and leave. A good policeman will understand what is going on and when they go to the door to tell them to be quiet and smells something they will get the message and "chill". If no drugs the police will mark it up.
If they are just partying and using smoke then the smell will hit the door when someone comes by and they will be spraying air fresherner and then they might understand that their are actually other people in the world and respect others because they don't want to get in trouble. Take care.

I had a similar situation. I sent the neighbors a letter, to make sure they understood the problem. I only had to call the police twice, and they got the message. Check with local law enforcement, in some places blocking a driveway/garage entrance is cause for a citation, fine, and towing of the vehicle at the owner's expense. Be careful, good luck.

Calling the police is the probably the best thing, but. you should be prepared in case they think it is you who called and give you a even harder time.
