If the equation reads (x-3)/15 = 1/3 the answer would be 8.

You've probably missed some grouping symbols--parentheses.

(x-3)/15=1/3, x=8
(8-3)/15=5/15=1/3

the only way the answer is 8, is if there were parenthesis around the (x-3)/15=1/3 so then you multiply 15 on both sides you get
(x-3)=5 then add 3 to both sides x=8

who told you that the answer is 8? you're correct..
x-3/15 = 1/3
x= 1/3+3/15 (make this similar fraction)
x=5/15+3/15
x=8/15

45x - 9 = 15
45x = 15 + 9
45x = 24
x=8/15...got the same thing probably typo error

=x-3=6
=x=6+3
=x=9
