I have a 13 year old friend who has had a dream to play instruments and make a band what should she do?

Settle on a favorite instrument and practice everyday. Seek out other members by placing ads at the local music store, they usually have a bulletin board. This way you will find local musicians with similar musical taste. Don't wait until you've mastered your instrument because there are plenty of budding musicians out there that want to start a band too. I started playing guitar when I was 13 too and I learned a lot more about music and playing in a band when I started jamming with other like minded musicians than I ever would have practicing alone. And its great fun!

Tell her to be in the band, its obvious this is a message from God, tell her to start playing instruments, and tell her that the dream, is telling her to become really good and form a band, i would tell her.
