When you say backup, I presume you mean water fills up in the hole and overflows onto the floor.

If the pump is definately running: 1] water coming in faster than pump can get rid of it 2] pump is clogged with leaves or other crud where water enters at base. 3] the outlet pipe is plugged, kinked or crushed flat (sometimes this happens during landscaping operations). 4] The pump impeller is broken or come loose from shaft, so the motor is running, but not pumping anything.

If the pump is not turning on, 1] check for voltage at outlet with known operating light. 2] check that the float is not stuck in the down position or blocked by something. Use a dry woden stick to lift float manually and see if pump starts.

Never reach into the water with the pump plugged in; especially one that might have something wrong with it!

If necessary, you can buy a new pump for about the same cost that a plumber will charge to tell you "you need a new pump".

We used to live on a hill and when the rain was too much for the gutters to handle, the sump pump would help detour the water into the sewage system on the street so our house would not get flooded. It could be clogged with leaves, dirt... any miscellaneous outdoor material. A plumber is probably needed.
