Is this a strike through error on the "ss" in Tennessee and the "96" in 1796? Also, slightly on the first "2" in 2002.

Looks like it to me but a dealer needs to see it to check for scratches or buffing marks.

Yes, that is an error and the value will only go up, if it's authentic.
