Because the land owners could not afford to pay for them except for during the harvest season.

Once slavery ended many blacks wanted to be paid for their labour (just like the rest of us). Not only in having a shack to live in and some food provided, but actual cash as well. This caused a major shift in work patterns and in numbers of people to work full time on the farms.

So there was a migration to the cities for work. At first on the outskirts and slowly to the inner city to be closer to work. Also as companies expanded and the cities grew they took over the outlying areas forcing many to move to other locations (again inner city) that were inexpensive to live in.

In the Depression years when agriculture was a poor way to make a living, and many were sharecroppers, dependent on farming other people's land for a share of the crop (hence the name), there suddenly were manufacturing jobs for unskilled labor in cities like Pittsburg, Detroit, and Chicago. Furthermore, there were more local railroad lines so they could get out of tiny isolated Southern communities. They moved north and lived where the rents were cheaper, in neighborhoods (like most other immigrants).

Rich or poor my friend you have to live somewhere. It is a nomadic life poor people live in general. So if the rents are cheap in town then that is where they will go. If the rents are cheaper out of town? Well what do you think?
We live where we can afford to live.
Usually it's a painful place to live, but it is still better than the streets and the alleys.

economics. Jobs are in the bigger cities. You have to go where work is available.
