Are computer actually "intelligent" or are they just machines built to follow instructions?

What is the difference???

Think to this other question: "are humans really intelligent or are they just machines following the laws of physics"?

Intelligence is a property that lies in the eye of the beholder. That is, if a machine exhibits a behavior that you (the beholder) judge intelligent, then the machine IS intelligent.
Look, this is just what you normally do when you say that a person is intelligent: certainly you don't open his or her head to check how it works. Who knows, it may be that also the brain, at some level, just "follows instructions".

In other words, it's all about behavior. That's the spirit of the Turing test, which is still a widely accepted definition of intelligence.

Yes they are intelligent.
But you need to understand what artificial intelligence really is. Its not hard. Its been done many times. Its present in auto-pilot, or in vending machines. Its present in microwave ovens, and in installation software.

The best example is in games. People often complain that the AI sucks but what they really want is AH (artificially human). Going from one spot on a map to another is easy for an AI. Its a straight line, go around the obstacles. But if that is your opponent in a game then players quickly exploit it.

They want it to choose straight line, or flanking movement, or a fake direct action with a move up the side, and even a small random chance of a totally stupid action except that sometimes it might work.

Most AI applications do not need to come close to being human. They only need to know the intelligent choices and pick the best one without picking a stupid one. For AH projects (art, music, games, anything creative) its kindof a giggle to AI programmers that to get close to human you need to dump more and more of the "intelligent" part and work with more and more randoms.

they are purely machines that follow instructions...there are things out there they simulate AI like ASIMO, but it is also following instructions written in code. If you are a star trek fan the computer that they are always talking to on the starships and Data from the Next Generation...they are both AI (albeit EXTREMELY smart) built to follow instructions

They are just machines built to follow instructions. Think of it like a car; you can crash it into a tree like an idiot (downloading lots of junk or deleting important programs) or drive it safely.
