I feel really dumb asking this...

And if we haven't, then how does that restrict the way we fight in Iraq?

when congress votes to fund a war, they are tacitly declaring war. there is no official way to declare war in the constitution

No. The war in Iraq is a Military engagement authorized by Congress.

The only time the US has officially declared war has been in:
War of 1812
Mexican American War
Spanish American War
World Wars I and II

Many times, the United States has engaged in extended military engagements that, while not formally declared wars, were explicitly authorized by Congress, short of a formal declaration of war.

We declared war on terrorism after losing several thousand in the Twin Towers. Iraq is an occupation, we train their army and help Iraqi Security. Iraqi Security has incurred many times the amount of casualties that America has. Afghanistan is about the same story, except that the soldiers do fight as much there.
That's the official version. The unofficial version is our soldiers are behind an AR 15 no matter where they are and taking fire.

The thing is, the Congress should be the one declaring wars.
The President came up with the idea, but as far as I know Congress never supported it. So Bush just did what he felt like doing basically. Even if it meant ruining the lives of thousands of people. *u can tell im not pro war lol*

I don't think they ever declared war on Iraq, they just gradually bullied their way over there amidst the chaos to control oil pipelines and and imbibe in war profiteering.

Er... I reckon so. I think it was over in a few weeks though, apparently !

The war was started in March 2003 & said to be "ended" in May 2003

No, it was just a resolution, not actually declaring war.
