X600 is supported by the game BUT expect performance to be slow even at low resolution, low quality settings. In case your X600 is on a special card mounted on a graphics PCIe slotted motherboard (e.g. a Dell) the faster cards are proprietary and available only from your laptop maker. You can not find any retail version.
Processor upgrade could just be limited to single cores and would have much less impact as video card upgrade.

1.86Ghz laptop? Well it really depends, it's because certain processors, although have a lot Ghz rating, it's actual performance is a lot higher (Like a Pentium M, although it has a clock rating of 1.86ghz, its as fast as a 2.6Ghz Pentium 4.)

Sadly Oblivion is a game with very high requirements for PC and video card speed. Due to this, the only way is to try it out OR download the Oblivion modification known as "Oldblivion" this is a modification to the game that makes the graphics REALLY HIGH quality even on slow machines.

Most laptops processors cannot be changed, although there are rare cases where it can be changed. To make sure, you can the the manufacturer's website.

The same can be said of laptop's video card, 98% of laptops video cards cannot be changed.

You cannot change the graphics card on a laptop, and that card will not even come close to playing Oblivion, at least not at any decent quality.

the graphics card is certainly not enough to play games like oblivion
you need a graphics card with at least 128mb of memory
