Actually, there are four hemispheres, it depends on where you place the dividing lines.
The northern and southern hemispheres are divided at the equator, 0° (zero degrees) latitude.
The eastern and western hemispheres are divided at the Prime meridian, 0° longitude, a north south line through both poles passing through Greenwich, England on one side and at 180° on the other side of the globe (International Date Line).
To answer the question, yes technically it is in the western hemisphere and in the eastern hemisphere, just the very northern edges.
It is also totally in the northern hemisphere, Not the southern.

Arctic Ocean is in the North pole so it would be the top of the world. As far North as you can go.
North of the equator? Northern hemisphere?

About half of it lies at the extreme north of the Western Hemisphere. The other half lies at the extreme north of the Eastern Hemisphere.
