Well it all depends on the amount of sub atomic particles the atom has. A electrons has a Negative charge and protons have positive charge while the neutron has no charge(but the reason they exist is because 2 same charges repel so, the neutron acts to keep the protons together).ALL ATOMS HAVE SAME NEUTRAL CHARGE! but when atoms bond they give or take electrons. so, check if the atoms gives or if the atom takes. So to decide the charge just use this trick. proton = +1 electron= -1 neutron = who cares ! so lets take oxygen. it has 8 protons so, 2 in the first shell and 6 in the last. so to be "stable" it need to have 8 electrons in the last shell or max amount(which in this case is still 8 electrons) so, It can give all 6 away OR take 2. The atom will always do the easiest because well wouldn't you? so it take 2 so it has 2 more electrons than protons. so +8 - 10 = a CHARGE OF NEGATIVE 2!!!! or -2 as it is meant to be written

Electron is negative ,Proton positive Neutron is neutral although I read there was a paper on Sub Atomic particles which disputed a Neutrons neutrality,Sidenote on Electricity;we may think of Electron Flow from Positive to Negative that is + to - but since Electrons are Negative Electron flow is from - to+,since electronic components are drawn with + to - that is Electron flow through a Diode or one way valve is oppositte the Arow in it's drawing symbol
