No you don't need a Nevada drivers License in order to get your cards, i moved here last year from Michigan. And when i went to get my TAM and Sheriff cards i showed my Michigan License, i lived here nearly a year before i got my NV one. I did read that with in 3 months of living in the state of Nevada you have you change your plates and ID or you looking at a big fine if pulled over. But no one ever question me about my ID. My daughter got her health card a few weeks ago, and she used her Michigan License, and she got it just fine. So if any one says you do, you don't.

You definitely need a Nevada drivers' license. You need to have that, and have your vehicle registered in Nevada within 90 days from moving to the state - there's fines involved if you don't.

If you don't have a Nevada drivers' license, you can't get the work card.

I believe that you need to get a Nevada drivers license, a Sheriff's card and a non gaming ID. A prospective employer can fill you in.
