Buy a wireless router (or wired router if hes in same room) this allows you to both use the same DSL account at the same time.

It depends on whether you have a just a DSL modem from Verizon, or one of the more current Westell modem/router/wireless router devices Verizon's been shipping for the last year or so. If you have a Westell and you've already configured the connection, you should be able to just plug the second computer in to share the connection. If you have an older DSL modem, you'll need to get a router, as you can't simply split the connection with a hub - the modem only allows one device to connect directly to it.

Personaly I would just buy a router you can get a wired or wirless router for about 40 bucks how ever if you do not want to spend the money on a router then just use ICS on your computer if it is windows xp and you have 2 nics in your computer you can ebale ICS and I will provide you with a link on how to do this how ever in order for this to work the comptuer that is acting as the server will need to be on all the time for your brother to make a connection. If your provider still uses PPoE then you will need to set up a pppoe connection on the machine that is acting as the server if its not using pppoe then you just have to turn on ICS
But again getting a router let it be wirless or wired would be a easier way to do this. and I found you some deals on 2 routers below

I rather have my stuff slower and not under a bunch of rules then be controled on every little thing I do on the net like COMI-CAST does

If you dont want to buy a router, then you can set up his computer to act like a server and connect it to the old computer. But in order for this to work, your brother's computer needs to have a second network card installed:
One card for the dsl modem
The second card to connect it to your computer.

If your verizon dsl account came with a username and password, in order not to pay he'd have to have access to your username and password and get online that way with that software. If you live together, then you can do this without paying for anything...but without a router, you'd have to unhook your computer from the dsl modem in order for him to hook his up and get online.
With the username/password, you both could just use his computer with that dsl. You don't need to uninstall the software from your computer, though.
