eBay won't allow you to sell. You'll have to sell under a parent or guardians name until you're of age. I know someone who sells crafts and the daughter had to sell under moms name until 18.
Anyway, You'll need a checking account (or savings if you prefer), with an ATM card (the atm must have a Visa or MasterCard logo on it). It is required, that way when you accept payments from Paypal it is all secured info and its much faster and easier than checks and money orders. When people pay with Paypal you get the cash immediately but you'll need the atm card for eBay to withdraw your sellers fees and for purchases in some cases (for instance other sellers that do not accept paypal). If you want an eBay Business I'd say it's the way to go, but if you will only be selling 2-4 items every once in a while then don't worry about paypal. But you do need an account under a name of someone who is 18.

If you're under 18 you can't do it, unless a parent or friend wants to sign you up and let you use their account and credit cards.

There's a book out called eBay for Dummies which answers all these kinds of questions, it's a very good book for the total beginner.
