I am in the US military reserves and will be deploying to Iraq this December. I have begun to start a contracting business with my father, my question is can I continue to develop my business and turn in all paperwork to start my business now and "pick up" when I return home? Would I need to file taxes if I have a registered business but I dont DO any business during this year? The reason I ask is because I would like to come home and be able to continue with business as opposed to filing my business paperwork then setting me back further.

You can start a corporation via an incorporator in your state if you have a registered agent with an address in your state. Many law offices will do this for you, but you need to have the incorporator appoint a board of directors to handle the business.

You must authorize stock for the company and buy it to maintain control.

Technically yes you can. Whether or not you have to file a tax return depends on how your business is structured.
