How is it that this organization can be so powerful? Can they be over-ruled? I would like to know the basics of this DCS & what they are and arent capable of. As well as citizens rights, and etc. Ive yet to find knowledge on the internet or even library.

Because their directive is to "protect the children", they can basically take away your children if they *think* you are not a "fit parent", according to whatever definition they choose to use. From what I have seen, they are completely arbitrary--they will sometimes leave children in a situation that any sane person would classify as "abusive" or "neglectful" while other times they harass people who haven't really done anything wrong. In fact, I could call DCS on you and claim that you are abusing your children and they would take my word for it with no evidence as proof! They won't even ask my name!
