to be an average student in Cornell or to be a top student in stony Brook.

I would save the money and be a top student at StonyBrook, THEN go to grad school at Cornell.

to spend 35K for a bach is wasting money

Average student at Cornell. Employers will see you went and, even if you have a low GPA, they will probably think "hm, they really were trying to challenge themselves, that's great."
