A handicap in golf is worked out based on the 'Par for the course.' If the number of shots required to complete the course was, say, 72 and your average over a set number of competitions was 80 then your handicap is 8. If your competitor had a handicap of 12 then he would average 84. In a competition to even things out you deduct your handicap from your final score and that is your competition score.

So if your score is x - 8 (x being your actual score) and your competitor scores y - 12 (y being his actual score) you have to determine who won.

So if y - x = 1 then if you went round in 80 he would have scored 81.
However using the handicap 80 - 8 = 72 buy 81 - 12 = 69 so he wins.

The inverse would be the other way round y - 1 = x

I agree, it's no excuse for having someone do it for you. There's a difference between asking someone to help you and explain the question or even steer you in the correct direction, but asking someone to do it FOR YOU is wrong. Get your time better managed, spend less time on the computer asking for other people to do it for you, and maybe you can complete all your homework.

Having "tons of work" is no excuse for asking people to do your work for you. Use some time management and try this yourself. Post your answer with your work and I'm sure someone will be around to correct it for you.
