what does skatty mean THANKS?

my mate got called skatty and we dont know what it means, it was like
'your one skatty girl'

It's actually "scatty". It means that they are a "scatterbrain" - cannot concentrate, forgetful and easily distracted. A typical absent-minded professor type.
