In Holland the site Hyves is very popular, last August they had over 4 million members (out of a population of 16 million). I constantly get invited by my Dutch friends to join them there.
They do provide the site in several other languages (including Italian and German), but I don't know how popular it is in other European countries.

Facebook is global. I have friends in Europe who use it.

i think most europeans use facebook, but they also use tagged. some use myspace.
