This is probaly the hardest to answer question. In political science, its referred to as the prisoners dillema. If there are two countries, and the both cooperate, they both come out ahead. However, if only one country cooperates and the other one doesn't, then the one that doesn't cooperate has an advantage. If neither cooperate, the results are still slightly negative. So while it is in both countries best interest to cooperate, fear that the other country will not often stops cooperation between countries. Look up "Prisoners Dillema" for further help.

Nations are basically businesses. Businesses will form partnerships and cooperate to achieve goals that they couldn't achieve alone. A good example is several investors working together to build a skyscraper that none of them could afford alone. Nations have bigger goals, like fighting world wars or hopefully taking on global warming some day, but the concepts are the same.

Nations cooperate with each other in order to trade with their products, agree on security matters, respect their nationals when travelling to their country and many other matters for mutual benefit.
