Join the Drama Department at your school and audition for get as many lead roles as possible.
Call the Community Theatre in the city where you live, (tell your parents you are calling to ask about acting and volunteering), and ask if you can audition for roles, or, become a volunteer.
Attend theater as much as possible. If you can't do that, buy copies of scripts and read, read, read, read, the plays until you are very familiar with them and can visualize yourself in each of the roles.

1. convince your parents that you should try to become an actress.
2. get involved in all the school drama activities, be in all the plays you can (it doesn't matter what role). Get a mentor.
3. take professional classes
4. get involved in community theatres, be in all the plays you can (it doesn't matter what role)
5. learn to audition and interview
6.prepare resume and get head shot
7. apply for representaion to agents
8. While doing the above, read all the plays you can get your hands on, and just four books on acting.
This process takes a few years. The harder you work at it, the quicker things will happen. read my profile and contact me at my website for the titles of the four books.

The best way is to take acting classes. I'm pretty sure that the teacher you get knows agencies and more acting classes you take. Acting teachers can help you put together a resume so that you can get your head shot done. If your teacher loves you, then she will send you to auditions and theaters.

It depends on where you live, but research modelling agencies around you and there will bound to be acting classes where they are.
Why modelling agancies?Because they also provide agents for modelling AND acting.
Also it prepares you for photoshoots and other stuff you may encounter while acting.
You may need to get headshots too , so going to an agency would be great.
If you live in australia there is www.mamm.com.au , or www.xtreem.com.au or just research on google.
Good luck!
