Hunters attract deer to an area by using feeders which scatter whole kernel corn at dawn and dusk (feeding time). Corn is like ice cream to many animals. You can also put out a salt lick (available at farm supply stores). I have even seen apple scented salt blocks designed just for deer.
You can plant food plots for deer. I know that they particularly like cow peas. Seed for these is inexpensive, but you need to plant a fair amount to have enough to interest the deer.
After you have deer coming to an area you could put out apples or something. But until they get tame, the human scent you leave on them will keep them away until the apples rot.

you can mix a strong salt water solution and pour it on the ground in an opening from any covered area. The love salt and apples. I would personally plant a couple of apples tress and put out salt licks. Do the salt water thing out in the woods where you know there is deer traffic and gradually move the spot to where you want them

Unless you live in the deep, deep, deep, remote forest, the deer will NOT be spooked AT ALL by human hair or any type of urine. They adapt to the scents because nothing bad will be coming from the scents. Deer smell people and predator scents all of the time. Work on the road hunters. The suggestion involving cameras, and the threat thereof, is excellent. It does work.

Apples, acorns, they love corn, salt licks, doe scent or urine for bucks, water, good cover, any type of food or grasses that they eat. Buy some hunting magazines with articles on how to plant a feed lot or check some online sites like Outdoor Life or Field and Stream.

They love apples and pineapple rings.Got a tree?Go hang some pineapple rings on it.Then pour the juice around the bottom.Hang some apples and they will come...Happy hunting.
