graph 3x - 6y = 9 by finding the intercepts:
for x, let y = 0, getting 3x = 9, x = 3
for y, let x = 0, getting -6y = 9, y = -3/2
plot 3 on the x axis, -1 1/2 on the y axis, draw a line through them.
graph x - 2y = 3 the same way, getting exactly the same x and y intercepts. Of course! see how the 2nd equation is just the 1st one divided by 3. so every point on the line is a solution.
