Yes, but not the science in the article.
The only limits that should be placed on science are those already in place by scientific regulatory committees. The govt is not qualified to make decisions on this matter, other scientists are. The people are not qualified either, nor are the churches. If the research should not be done, it will be difficult to find funding. If funding is found it will be stopped anyway by the scientific community's leaders.

It's difficult to stop research if there is a market for the product being investigated - ESPECIALLY by the military
Examples:
Nuclear weapons
nerve gas
Biological weapons
All things the world could do without.

This is a very scary development, and I think it should be stopped.
I highly suspect that there are already ape-human hybrids alive somewhere in the world already, being forced to live in cages and experimented on. God help us all.

Its a tough answer... I don't feel the government should muck in scientific progression. Though it would be comforting to find scientists who showed restraint.
