yes. At least I have seen them right after they have been shot to death, but not while it was happening.

I don't know if the person was killed, but I did see him get shot. Obviously, I didn't stick around to see if he was alive or to let the shooter know I saw everything. It was a gang thing in Brooklyn NY.
