Colonists had debated parliament and protested its actions since 1763. then why?

Well, George III was coronated October 25, 1760. So he was king the entire time of the debates with Parliament, and was still king when the Declaration was written.

Who else do you think they should have identified as the tyrant?

Taxation was too high for the colonists so they had themselves a civil war against their own people from back home. Money is usually the deciding factor in most historical events, and the French Revolution was partly down to (rich) people's objection to taxes.
