You can be any age to walk thru the casino - many resorts are set up so that you have to cross the casino to access the rooms.
However, you must be at least 21 years old to do ANYTHING besides walk thru. (They often tell you to move along if you look underage and stop to tie your shoe.)

You need to be of legal age (21) to gamble in a casino. You can be younger and walk through the casino on the way to a restaurant or any other place at any age.

You can be any age to walk around the perimeter to your room and through the shopping areas or to the buffets or restaurants.
