a lot of people are ignorant because of the way they were raised. that doesn't mean that they are uneducated. i went with a girl that was home schooled and never went to movies or ball games or dances. so she did not know how to act at these things. other thought she was uneducated because she did not talk like we did with slang or know the rock and roll bands or know the news fashion. but she was very book smart and when on to college and was at the top of her class and is now working in the science world to help save this world. now when i talk to her i feel plan dumb but she still is ignorant of so much. and there are some that are just plan ignorant because they don't have much education. so it can go both ways.

If you mean bad mannered I do not think education has much to do with genuine courtesy and consideration. in fact some of the nastiest rude and inconsiderate people I have ever met have had a superb education.
Ignorance as in uniformed and that is not always the fault of the uneducated or indeed sometimes the educated and is therefore forgivable. Deliberate ignorance is not accceptable

When you say "ignorant," do you mean rude? I know this has become slang for many. If so, the answer is sometimes. It depends. Ignorance truly means a lack of knowledge or not knowing. Just because somebody has a degree does not necessarily mean they are well rounded, open minded individuals. Certainly an education can help, but there are other factors you must consider, such as, family, peers, environment, etc.

By definition an ignorant person lacks knowledge therefore is less educated. So YES to your question. But being ignorant inherently means you have the capacity be become unignorant through means of obtaining knowledge or education. So don't confuse ignorance with stupidity or an imbicile. These are people who lack knowledge and the capacity to lean better.

not necessarily. depends on what the person is ignorant about. An highly educated person could be ignorant of the ins and outs of street life, or prison life. doesn't always make the person less educated than others.

Not always. You can see a lot of wealthy people who are totally educated and do some of the dumbest things .They may not be exposed to other people and be prejudice. Some of the less educated are the same way.

Not necessarily.
To have an open mind is a philosophy. An intelligent person with a capacity to retain facts and figures may not choose or care to make a rational choice on opinion-based judgements. Depends how you measure intelligence really.

Not necessarily, they just choose not to pay attention.
That can be out of plain rudeness coz they think they
are above everyone else.
Or they may have their heads stuck in the clouds.
Their brain may be on vacation, so unaware
of what is going on-even though they appear to
be with you!!
They can be very intelligent people,
or less intelligent ones.
