First change the fractions to improper fractions, so 9 2/5 is 47/5 (47 fifths) and 1 1/2 is 3/2 (3 halves).
To divide fractions you flip the second fraction upside down (called the reciprocal) the multiply the numerators together (the top numbers) then multiply the denominators together (the bottom numbers. Then if you can, you simplify the fraction.
So you are in effect doing 47/5 x 2/3.

Well turn them into decimals first.
2 divided by 5 = 0.4,
+ 9 = 9.4
1 divided by 2 = 0.5,
+ 1 = 1.5
Then do 9.4 divided by 1.5, which makes 6.26 (recurring)
So that's as a decimal, and then (sorry!) I dont know how to get it back to a fraction.
