The first mission was to oust Saddam Hussein, this is what the Mission accomplished sign meant, here is a breakdown.
There is a Primary Mission, in the case of the Iraq war the first mission was a regime change in Iraq, the first part of that mission was to remove Saddam Hussein from power
"Mission Accomplished"
the second part was to give Iraq open and free elections of their leaders
"Mission Accomplished"
the final part of the mission is to bring stability to Iraq (and the middle east) by removing terrorists,
"Mission In-Progress"
Now, you notice the (and the middle east) that is in there, that goes to the point of keeping countries such as Iran and Syria from supporting terrorists.
"Mission Pending"

He never said the mission was accomplished.
The "Mission Accomplished" banner was in reference to getting saddam out of power.

I'm not exactly sure. But I do know he PROMISED this war would take a few weeks, months at the most. Mission Accomplished? If it wasn't so sad, it would be funny.
