Why is my RAM so high when i just reformated my computer it's at 83%?

83% what? free or used? What programs are installed and running that adds to 83% if you refer 83% as used.

check from that list if you really need those programs if not uninstall them or don't start them up by default.

Reformatting has nothing to do with your RAM. Reformatting is a process dealing with the hard drive; RAM is a completely different thing. It will depend on whether the 83% is the amount of memory in use or available. I've seen it reported both ways. Even if it's the amount in use, 83% isn't too bad. The RAM in use is what is being used by all the programs you have running at the time, including Windows. Hint: all the little icons you have beside the clock are using some of your memory, and most are not needed. If you can shut some of them down, the memory available will increase.

The RAM is not a 83% this is an indication at the amount of activity the CPU is using. The RAM is just there a reserve in which your CPU using to hold temporarily while it works. You could have programs that are just causing a spike in your performance activity. There also could be programs that are not configured correctly. They may be load multiple application when they could be sharing one. Also you should check out your computer filing system. Such as your registry. If this is fragmented, error filled and bloated. Windows is going to use up the available memory because unused ram is wasted ram.
