We do have a fan setting on the thermostat but it only allows me to select auto or on.

There should be a temperature setting too, otherwise replace the thermostat.

I have a couple answers, but they're not very satisfying I'm afraid. Mine does the same thing, and it's very aggravating (both for the energy waste and the way you don't want air moving around when it's cold). If you put the fan on auto, it won't run as fast as when it's set to On - it'll only run full-speed when the AC or heater is going. But it still runs pretty fast if what you want is OFF. You'll find that if your AC or heater don't run for a certain time period (usually 3-8 hours), the fan will actually shut off. But in most weather it's difficult to manage your temperature in such a way that this will happen very often. The only other way I know of to shut it off is that there should be a switch on the left or right wall in the cabinet your furnace is in; it may have a fuse over it and have a black knobby switch (it may very of course). If you turn this to "Off" your fan will shut completely off, but so will the AC and furnace. That might be what you need in certain cases though. I hope this was of some help!

If you place the switch in auto and set the temperature where you want it, the fan should shut off when the temperature gets there. To learn more you can check out the thermostat page at my source.
