I know they are dried seed pods but not sure where they come from and what plant they are part of.

Putka pods are miniature pumpkin shaped seed pods from India and are used for holiday decoration and crafts.
So far the only other information I can find is that they are grown on a tropical tree in India. Not much info out ther about where, how, or what, but I'll keep looking.
