Where the input and output is equally balanced so that the system is in equilibrium. An example:

A water tank has an inlet line and an overflow line which is connected to a sump to collect the overflow water and a pump to pump back the water to the inlet line. The water level in the tank is said to be under dynamic equilibrium since the excess overflows and reaches back the inlet line.

Our earth is another example of a system in dynamic equilibrium with the star Sun and the outer space. Earth receives a lot of energy and radiates back most of it and thus maintains a fairly narrow temperature band in its atmosphere.
