I don't think you can but they do have live operators you can to talk to on the home page.

You can go to "my ebay" and edit the listing. However if you're in the last 24 hours of the auction (or if there are bids) you can't edit this info.
What i would do is make a comment like "The postage cost quoted is for UK only (or whatever your country is). Please contact me for a postage quote for your country". This covers everything & means you can edit the postage price when you send an invoice to the winner.

Click edit listing and change the postage options, depending if your item has bids/ ends soon they may not let you do this, in that case just add a note, or email the bidders, tell them the postage quote and sort it out after the end of the auction

You edit the shipping information or you edit the paypal invoice when you send it.
