you haven't really given much detail as to what sort it is and size so difficult to answer,firstly i take it the crystal has been cleared and programmed or just cleared..
highly charged crystals to me mean lots of energy around not being able to settle or to sleep,so as a rule when this happens yep move it,and like the others are saying maybe it doesn't belong to you.

1) Discharge the crystal - an effective way is to find a clear-running stream with a rocky bed, hold the crystal firmly, and press it to a non-sedimentary rock near the center of the width of the stream. Faster running and colder water works best. Take care not to strike the crystal against the stream bed, a firm, momentary pressure is best. Alternatively, the crystal can be buried in damp earth, at least three feet down, for a period of at least 30 days.

2) Move the crystal to where it feels right.

3) See if any friends have an unexpected attraction for the crystal, have them take it for a time (at least three months); when you get it back, see if the charge is still there.

A crystal is an inert bit of rock that happens to have a lattice type molecular structure.
It can't hold a charge, even when quartz crystal is used in electrical circuits, it is used as it has a stable resonant frequency characteristic when excited by electricity.

It's just a lump of rock.

There are millions of free crystals in Derbyshire.

They only get "highly charged" if "eejits" pay money for them on the basis that they are anything other than pretty lumps of chemicals.

Nothing, because such a thing doesn't exist. Crystals don't have feelings, for one. And a crystal isn't "highly charged" unless it's used as a component in an electrical circuit.

I is confused. Are you talking about piezoelectric or pyroelectric crystals? I suppose they can feel a bit weird if they build up a potential. Tourmaline, in particular, has some weird properties.

Keep asking people to hold the crystal and when one comments how right it feels to them give it to them with your blessings.

Try moving it to various places until it feels right, try the garden too if you have one.

If nowhere does feel right, remove it from the house or it'll give off negative energy.
