Women, because every woman when she's upset or angry is classified as having PMS by anyone who doesn't want to listen to or give weight to her complaints. Women who do suffer from PMS have to deal with the fact that women who don't and who do use it as an excuse to be a wench whenever they want instead of taking responsibility for their words and actions.

Although there are some rare cases where the woman doesn't suffer that much and uses it as an excuse to be utterly unaccountable, it's almost always the woman that suffers more. I think the real point of your question is:.....don't men suffer too? Don't men often feel helpless and in a no-win situation 3 - 7 days of the month? Why are men treated like they can't possibly relate? I have fibromyalgia, and most days are worse than bad cases of PMS. Do I have the right to withhold information about what would make my life easier from my partner? Of course not, it's ludicrous. So are most of the discussions women have about how "worthless" their man is when she's PMSing.

It's harder on the woman because she has to experience the body pains, mood swings, etc.
When a man realizes the PMS is inevitable, he gets the he11 out of the way.

Harder on the woman as the man can just go out to escape it but women are stuck feeling angry and emotional for what seems like no reason at all.

Both genders suffer. Women with severe PMS are miserable and take it out on everyone around them. The men have to put up with abuse and unkindness. Just a bad scene all around.

Women because we go through it just before our cycles.
PMS symptoms that are strain on women's stomaches wouldn't there if women didn't overeat on salty, suagry junk food. Fast food causes painful cycles.
Drinking lots of water reduces cramps, bloating, and keeps you hydrated and fresh.
It's important to drink lots of fluid, especially during PMS and the cycle.

If a woman ever justifies her behaviour as being on PMS, she would lose all my respect and credibility. PMS is like being angry (although PMS doenst need a valid reason to start), and I can easily overcome my mood swings and keep my cool.
