Pine tar is not illegal in baseball for the batter. It would be for the pitcher. The batter is allowed to put it on his bat for a distance of 18" up the bat handle. In 1983, in a game between the Yankess and the Royals, George Brett hit a game winning homerun of Goose Gossage. The Yankee manager, Billy Martin, protested that Brett had used an illegal bat because the pine tar was too far up the handle. After a measurement by the home played umpire, Brett was called out and the Yankees given the win. The Royals protested the ruling and the commissioner had them replay the game from where it left off. The Royals ended up w/ the win. Its now know as the Pine Tar Game.

pine tar's not totally illegal. It is allowed on bats in the handle area. Which is how is gets on helmets. Players grip the bat with pine tar then touch their helmets.

Pine tar is not illegal.

The bat cannot have a foreign substance or material to improve grip more than 18 inches from the end of the handle.

The pitcher cannot have any foreign substance in his possession.

Pine tar is ALLOWED while at bat. ONLY a SMALL bit is permitted to prevent the bat from flying out of the batters hand. The pitcher MAY NOT use any sort of substance except for rosin.

Since helmets aren't new every year, the pine tar builds-up. It's usually from repetative touching of the helmet in the batter's circle and while at bat.
