History credits the formula to Luca Pacioli but Luca Pacioli said that it was formulated by Benedetto Cotrugli. All this occurred during the 15th century. The period known as the Italian Renaissance.

It's really hard to say... It is often hypothesized that writing was invented to help with accounting. So I would say, the Sumerians...
